Industrial decarbonisation requires new technologies and approaches that can deliver deep emissions reductions while maintaining competitiveness. Bringing these technologies from development to large-scale deployment often requires major, long-term investments in new infrastructure and business models, creating risks that can be difficult for individual companies or investors to bear. Insurance and financial assurance can help manage and share these risks, making decarbonisation projects more bankable and investable and enabling them to scale.
These challenges are particularly pronounced for carbon capture and storage (CCS), as projects evolve from relatively simple arrangements into integrated value chains connecting multiple emitters with shared transport and storage infrastructure, sometimes across national borders. This white paper, developed jointly by the Geneva Association, the Oil and Gas Climate Initiative (OGCI), and the Clean Energy Ministerial (CEM) CCUS Initiative, sets out guiding tenets for designing and governing CCS value chains towards enhancing their insurability. It aims to support the responsible, faster scale-up of CCS for industrial decarbonisation, with principles that may also apply to other emerging decarbonisation technologies.
