Mapping a Path to Cyber Attribution Consensus

Businesses, governments and societies increasingly depend on interconnected online systems, making them vulnerable to viral cyber events and large-scale disruption and destruction. Key factors in determining whether insurance will ultimately cover related losses include characterising such events and the outcome of the attribution process, or identifying the responsible actor.
This second report in our series on cyber terrorism and cyber war provides insurers with a framework for attributing and characterising cyber incidents, emphasising the need for international collaboration to promote consistency and a streamlined process.
